Operationalizing Performance Management Structure and Process for VA’s Transformational Initiatives

Challenge

The 27 MyVA Transformational Initiatives for 2017 cover a broad range of activities focused on building the high-performing organization required to better serve United States (U.S.) Veterans. Due to the scale of this effort, the MyVA Task Force and VA Leadership have encountered challenges coordinating across teams, providing performance transparency, and facilitating data-driven decision-making.

Solution

The MyVA Task Force contracted Atlas Research, in partnership with Censeo Consulting, to develop and operationalize a structure for measuring initiative performance on an on-going basis. The team developed a framework that uses a cascading hierarchy of metrics to drive strategic and operational decisions, worked closely with each of the initiative teams across the organization to determine the appropriate metrics and sub-initiative portfolio, and supported the Task Force in establishing the associated governance processes.

Result

Atlas completed the initiative baselining effort and populated the dashboard with the initial information prior to transitioning ownership of the dashboard over to the initiative teams. Teams are using the dashboard in ongoing Breakthrough Initiative Meetings (BIMs) and Management Initiative Meetings (MIMs) to provide transparency around initiative progress, facilitate discussions around data-driven decision-making, and strengthen leadership engagement and coordination across teams.
