Establishing a Governance Structure and Organizational Framework for the OCC

Challenge

In 2015, the Veterans Health Administration (VHA) established the Office of Community Care (OCC) to encompass the role of the former Chief Business Office (CBO). Its mission is to ensure that all Veterans have access to care in their communities and that this community care is coordinated effectively and efficiently. As the transition continues, OCC needed support and guidance while undergoing this large-scale organizational change and establishing a solid organization framework.

Solution

OCC contracted Atlas Research to provide change management and program management support related to the transition and organization development. The Atlas Team is working closely with OCC to conduct an As-Is Assessment of the current state and develop a To-Be Report to define the future state. The team is also working to develop an organizational change management report and provide program management support as needed.

Result

Atlas is working with the OCC to establish a new governance structure, along with a high-level roadmap. This structure will provide OCC with a solid foundation that will enable the full operationalization of the office and a clear implementation path. Atlas is providing program management and support for select high-priority, short-term efforts to improve the community care program.
