Catherine Foy

Catherine Foy is a Vice President at Atlas Research. Ms. Foy is responsible for the management of Atlas’ human resources and recruiting functions and brings over 35 years of experience providing human resources management to mid-sized federal contractors. In her role at Atlas she oversees policies, compliance, human resources processes, benefits management, professional development and training, performance assessments, organizational culture, and employee relations. Ms. Foy is responsible for ensuring Atlas attracts, develops, and retains the best talent to support the company’s mission and values. She also provides mentoring and coaching to management and staff and ensures the smooth and efficient operation of Atlas’ human resources services.

Prior to joining Atlas, Ms. Foy led the human resources functions at various mid-sized firms in the Washington, D.C. area. She has also provided human resources advisory services to evaluate and assist companies as they build and streamline their human resources department to scale for growth. Ms. Foy has extensive experience in the design and implementation of 401(k) deferred compensation plans, executive benefit plans, and other health and welfare plans, including those under the Service Contract Act.

Ms. Foy a native Washingtonian and began her career at the Central Intelligence Agency where she had the opportunity to travel abroad in support missions of vital importance to our national security.
