Providing Communications Services to VA's Office of Human Resources Management

Challenge

The U.S. Department of Veterans Affairs (VA), Office of Human Resources and Administration (OHR&A), Office of Human Resource Management (OHRM), Strategic Communications and Outreach Service (SCOS) is the hub for communication to and amongst OHRM’s stakeholders. SCOS sought assistance to advance its communications capabilities and brand presence internally and with the rest of the organization to better execute comprehensive communications services to advance strategic goals, build brand awareness, and promote VA as an employer of choice.

Solution

Deloitte Consulting, supported by Atlas Research, was charged with assisting SCOS with the design, development, and execution of strategic communication guidelines, processes, procedures, and tools to support OHRM as part of VA’s transformational objectives. The scope of work included conducting assessments, developing communication and branding strategies, and engaging stakeholders in understanding and adopting these strategies to support implementation success of SCOS initiatives.

Specifically, the project team supported SCOS in the following areas:

  • Conducted a mixed-method baseline assessment to gather data from a variety of stakeholders;
  • Developed communications and branding strategies that enhanced OHRM’s organizational performance and support OHR&A’s success;
  • Engaged and aligned OHRM stakeholders in understanding and adopting communications and branding strategies;
  • Delivered a learning series on a variety of communications-related topics;
  • Assisted OHRM in achieving its strategic communication goals that align with HR&A initiatives; and
  • Transitioned all deliverables and work products (e.g., the communications and branding processes and procedures, strategies, and plans) to OHRM stakeholders for implementation

Result

The project team’s approach enabled SCOS to implement strategic communications and marketing solutions that will enhance OHRM’s organizational performance by appropriately aligning key stakeholders, defining and communicating a clear brand compliant with VA’s directives, and arming SCOS with the information needed to achieve goals, implement plans, and support VA success.
